Jarrod Kerr – Kerr’s Hire
“We started hearing through the grape
vine about information from members in
regional areas mid last year. As it always
starts: a friend of a customer or ‘someone’
told me this bloke etc that police have
been pulling over people towing trailers
and inspecting their chains and D
shackles and fining them approximately
$300 if they were not rated,” Jarrod Kerr,
Kerr’s Hire said.
“If this is true, it would definitely affect
hiring trailers, because customers could
be fined for incorrect equipment and
would then be quite upset with the
hire company if they had supplied the
D shackles. To resolve the matter, we
decided to take action and replaced all
of our shackles and chains so we now
comply. We consulted the trailer ADR
design guide (Australian Design Rules)
that explains the requirements for chains
and shackles,” Jarrod said.
However, Kerr’s Hire has not had any
customers advise they have been pulled
over by the police and fined regarding
their D shackles.
“We are always making sure our gear
complies with all regulations, so this is a
priority for us.”
To offset problems during trailer hire to
customers on the issue of D Shackles
and applicable ratings, Jarrod said
they provide all chains and shackles to
eliminate the possibility of customers
using their own.
Mark Scarce – Camden Hire
Camden Hire’s Mark Scarce said the
question of D shackles and their rating
had never arisen before for him in his
business and no customers had ever
advised they had been pulled over by

to connect the safety chain and are not
assessed when getting a pink slip.
“Because the issue has not arisen before,
Camden Hire doesn’t give customers any
information regarding shackles other than
for them to ensure the trailer is connected
properly before leaving our yard,” Mark
said.
Mark Burton – Barossa Valley Hire
Mark Burton, Barossa Valley Hire said
some of their customers have asked what
the requirements are for D shackles. To
resolve it Barossa Valley Hire has rated
shackles for each trailer in the yard.
“You can also purchase them from us,”
Mark said.
No customers of Barossa Valley Hire have
been pulled over by the police and fined
regarding their D shackles but Mark is
aware D shackles are a requirement and
must be rated.
“It is noted on our hire agreement
shackles are provided and will be charged
out if the same shackle is not returned,”
Mark said.
