HRIA GUIDANCE NOTE
ON PPSA
For the introduction of the PPSA,
the HRIA provided members with
Guidance Notes. As part of the action
plan, the HRIA suggested members
amend hire agreements and turn them
into a Master Agreement. Proposed
amendments for inclusion in Standard
Hire Contract Terms and Conditions
were sent to members and were
also available online, along with a
template to turn hire agreements into
a Master Agreement. The HRIA is still
working with members and seeking
legal advice to focus on areas where
there are still major issues, such as
vehicle definitions, indefinite hire and
registration. The HRIA has contacted
the Attorney General on the many
issues of concern with this Act but
does not expect fast action, hence,
advises members to continue to take
action to safeguard assets. The HRIA is
concerned the PPS Register is proving
difficult to negotiate and is attempting
to get an exemption on operating
leases while working with the major
players in the industry and the EWPA.
While it is understood the PPSA has a
two-year transition period, members
needed to have equipment registered
by 30 January to qualify. Members are
urged to ask questions and go to the
HRIA’s FAQ page to review answers.

The Onsite Rental Group has
acquired commercial equipment
hire provider Q-Air in
Gladstone, consolidating
growth across Queensland.
The acquisition of Q-Air is
a milestone in the company’s
national expansion strategy and
opens up new business
opportunities for the Onsite
Rental Group in the growing
Surat and Bowen Basin regions
where forecast projects exceed
$83 billion.
The Onsite Rental Group
launched a new Emerald branch
in February 2012, as well as a
branch at Gladstone, acquired
as part of the Q-Air business,
totalling eight branches in
Queensland.
The Q-Air acquisition follows
recent growth, including the
$40 million acquisition in 2009
of specialist Queensland
commercial power rental
business WASP Diesel
(rebranded to Onsite); the
acquisition of the Ifco portable
building business in Victoria
in 2010; and the acquisition of
Parks Portables, a Melbourne
Munquip, established in
Brisbane in 1987, and Munlift,
started in Toowoomba in 1982,
have both merged with Fork-
Force Australia.
Munquip and Munlift owner
Leo De Munnik sold both
businesses to ForkForce in
February after more than 40
years in the forklift industry.
ForkForce Australia is one of
Australia’s largest and fastest-
growing fully independent
and wholly Australian-owned
and operated forklift dealers.

Brisbane’s western outskirts,
with regional offices around the
country, including Toowoomba.

service and technical staff.
Munquip’s Leo and his
daughter Rina and staff are
staying on with ForkForce.
Munquip at Sumner Park in
Brisbane will be relocating
to ForkForce’s larger Darra
headquarters, while Munlift’s
Toowoomba office and
operations will remain mostly
unchanged.
