Former AFL Star Kicks Off Goal 40
The Independent Pricing and Regulatory
Tribunal (IPART) has released draft
reports on IPART’s reviews of Reforming
Licensing in NSW and Local Government
Compliance and Enforcement identifying
around $300 million of potential savings for
business and the community by reducing
red tape.
The reports recommend major changes
to some of the 776 different types of NSW
Government licences and broad changes
to reduce regulatory and enforcement
costs across the 121 regulatory functions
and 309 separate regulatory roles created
under the 67 State Acts that councils
enforce across NSW.
IPART Chairman Dr Peter Boxall said
consultation on both reports began in
June.
“Inefficiencies, inconsistencies and
duplication in both the design and
administration of licences required by the
State Government and local government
compliance and enforcement activities
are costing NSW residents and businesses
hundreds of millions of dollars each year,”
Dr Boxall said.
Dr Boxall said the NSW Government has
already adopted IPART’s recommendations
to introduce 10-year drivers’ licences and
increase validity of a light vehicle safety
inspection report (a ‘pink slip’) from six
weeks to six months, so motorists can
have the inspection done when their
vehicles are serviced.
“If all of the recommendations contained
in these draft reports were adopted,
they would deliver 40% of the NSW
Government’s target to reduce red tape
costs by $750 million by June 2015, with
the benefits shared by business, the
community and government,” Dr Boxall
said.
“The net combined benefits of these draft
proposals would be between $329 million
and $350 million to NSW each year, with
red tape savings to business and the
community of between $295 million and
$308 million, local council savings of more
than $42 million and savings to the NSW
Government of about $1 million per year.
“The potential savings we’ve identified are
significant and so are the implications for
the way both state and local government
operate.”
IPART’s Draft Report on Reforming
Licensing in NSW recommends reforms
of priority licences among the 269 licence
types identified as significant. These
licences represent 95% of all licences by
volume and 99% by revenue, impacting
the largest number of businesses and
individuals (eg: vehicle registrations,
driver’s licences, home building licences
and fishing licences). The report also
identifies a number of other reform

Academy coach Michael O’Loughlin was
in Darwin recently to launch the Goal 40
project – a partnership between Coates
Hire and Aboriginal Recruitment Training
(ART), to recruit 40 Indigenous jobseekers
over the next year.
While in Darwin Michael O’Loughlin met
Coates Hire Racing’s Nick Percat, who
took the former AFL star for a hot lap of
Hidden Valley Raceway in his V8 Supercar.
Goal 40 aims to provide Indigenous job
ready candidates the opportunity to
embark on a fully supported career with
Coates Hire.
The program will work closely with
Aboriginal and local community
organisations, job service providers,
secondary high schools and registered
training organisations to recruit potential
candidates to undertake the required skill
audit and/or training program that will
deliver them into a career ready path.
Stepping from the V8 Supercar Michael
said: “That was awesome. It was my first
time in a car with a professional driver and
a car with so much power behind it. He
did an amazing job and I look forward to
following his career.”
Speaking about Goal 40, he said: “I am
really happy to be supporting Coates Hire
and what they are doing. Goal 40 is a great
initiative.
“Forty jobs for indigenous employment
seekers is a great program and they
(Coates Hire) are prepared to roll their
sleeves up and really help support the
people and ART. Two great companies
coming together to support indigenous
people, which ultimately is going to help
not only our people, but also our country.”
Comparing the ride to his AFL career
Michael said: “The adrenalin running

at a couple of hundred kays, gave me that
same feeling. The blood was pumping and
it was exciting and I had a big smile on my

In addition to the reform of driver’s
licences and ‘pink slips’, other key red
tape savings that could be achieved by
reforming licensing include $8 million
per year by removing the continuing
professional development requirement
for home building licence and certificate
holders.
IPART has developed a ‘Top 32’ licence
reform priority list that includes other
transport related licences, occupational
licences, retail electricity and gas supplier
licences and environment protection
licences.
