HIRE AND RENTAL NEWS • NOVEMBER 2016

It is available now via the SAI Global

Standards online shop. According to Plant

Assessor, the goal of AS7502 is to provide

guidance on design, manufacture, use,

inspection, testing and maintenance of

Road Rail Vehicles (RRVs) in Australia.

The compliance requirements for RRVs

were historically the responsibility of

Rail Infrastructure Managers (RIMs)

responsible for rail infrastructure assets.

The result was a proliferation of different

compliance requirements. The need for a

National Standard for RRVs was identified

after several serious injuries and a

number of fatalities involving RRVs.

The standard committee commenced

in 2013. Plant Assessor Technical

Director Paul Dean was a member of

the development committee as well as

the National Rail Safety Regulator.

The standard covers design, manufacture,

use, inspection, testing and maintenance

for all aspects of RRVs and contains

31 sections. Plant Assessor is used by

thousands of users across Australia and

New Zealand to assist with equipment

inspection and compilation of plant and

equipment risk assessments.

In light of the requirements of AS7502,

Plant Assessor created and updated

specialised inspection purposes for RRVs:

1. Plant in use – Rail corridor (NSW)

2. Plant in use – Road rail

3. Sale – Road rail

These inspection purposes allow users to

inspect RRVs against safety requirements

of the standard that can be confirmed by

visual inspection and include:

• Identification and marking on the

machines;

• Safer transitioning on and off-rail;

• Park and service brakes;

• Visibility – beacons and delineation

reflectors;

• Derailment catch systems;

• Event recorders – data logger;

• Speed indicators; and

• Emergency equipment.
