She explained the level of expertise
the VBA technical staff need in order
to assess the permit applications and
functions of the VBA and then perform
onsite inspections. The VBA police align
with regulations and the time frames
described in Wayne’s presentation are
part of policy. As well as the new time
frames the VBA will also be carrying
out additional onsite inspections. All
applications will be assessed using a risk
matrix that will in turm determine the
need for inspections. All noncompliance
will be referred for investigation. The
VBA will monitor all applications and
inspections using the information
gathered to assist in putting forward
future proposals for change. From all of
this the VBA will review to see where
there may be problems with OP clarity
or compliance issues, looking at each
application to determine high risk.
Katherine said the major events process
is a specific person is appointed as a
one stop VBA contact for that event.
When an application is received it will be
reviewed by Katherine and then a person
will be assigned to that application. A
stakeholder’s meeting for each major
event will be held to document what
structures need OPs and
what applications may be
required. Site inspections
will be carried out and
post event meetings will
be held to assist with
further improvement.
Katherine expanded on
the time frame restrictions,
making the point there are
only three persons in the
VBA all dealing with every
event based application
in Victoria. To assist with
renewals, the VBA will send a reminder
letter three months prior to the renewal
date. Before sending the letter the VBA
will review and advise requirements.
The VBA has implemented and are
working from the newABCB standard
however will use discretion and consult
and work with the applicant.
The audit program will determine
inspections based on the VBA risk matrix;
the higher the risk the more likely an
inspection. Inspections on a three year
site specific OP will be carried out after
the VBA issues the OP holder with a letter
requesting the date the structure is to be
erected. The VBA will then inspect on a
nominated date.
It is to be noted the VBA do have a
requirement under the act to report
all noncompliance to the compliance
enforcement division for investigation.
Katherine outlined the next step is the
VBA will hold a similar night with all
of the councils and municipal building
surveyors. The VBA is aware there are
a lot of inconsistencies and different
ways councils and municipal building
surveyors approach temporary structures.
The aim of the information nights is
everyone will have the same information
and all work from the same page.
