EWPA Issues Safety Guidance for Scissor Stability on Outriggers
Following an incident on February 16th, the EWPA, in collaboration with industry, has issued a notice in relation to the use of scissor outriggers.
Potential Risk
Scissor lifts can become unstable when outriggers are not correctly in contact with the ground.
Observation
When using a scissor lift fitted with outriggers, the operator usually controls the outriggers from the platform.
In some circumstances the outriggers may not be in proper contact with the ground, although the outrigger set light could indicate the outriggers are set and lift is enabled.
The operator may elevate the machine without sighting the correct outriggers deployment.
Control Measures
In addition to the checks and planning normally performed e.g. selection of the right MEWP for the job, identifying hazards, following SOP and SWMS advice, the following Control Measure should be put in place before elevating any scissor lift fitted with outriggers.
- The operator should visually ensure, that all outriggers foot pads, are in proper contact with the ground. This additional step will ensure that the outriggers are correctly deployed prior to machine elevation.
- Ensure that training, instructions and procedures currently in place, such as SOP’s and SWMS’s are amended to include the check of correct outrigger contact with the ground.
